Membership in 1EdTech Europe is open to organisations headquartered in a Council of Europe member state.
Organisations headquartered elsewhere but having a (branch) legal entity in Europe are invited to join 1EdTech through their home region/country. Participation in 1EdTech Europe activities is, however, available as an add-on to 1EdTech membership (see below).
The fees payable differ by type of organisation. The organisation types are defined as follows:
Education providers
Any officially recognised education institution (e.g. school, university, vocational training centre) or non-formal education provider; for non-formal education providers it must be clear that education provision is the organisation's main activity.
National bodies
National public authorities (e.g. ministry, government agency) or national organisations of education providers (e.g. cooperatives, NRENs, representative bodies).
Technology or service providers
Any organisation offering software or services; also includes any organisation that develops or offers software or digital services related to education or training.
In case of doubt, the Board decides which type of organisation it considers a (potential) member to be.
The following are the standard annual fee levels for different types of organisations. As a rule, existing members will be charged a fee corresponding to their current (USD-based) fee.
For national bodies, only contributing membership is available. Based on an index reflecting economy size and level of wealth (calculation below), four fee categories are established:
The index is calculated as follows:
GDP: Gross Domestic Product ⋅ Averages: Arithmetic mean of the GDPs (per capita) of all Council of Europe states
The Gross Domestic Products (GDP) and GDP per capita (GDP p.c.) will be taken from the IMF World Economic Outlook or a similar reliable data source. The current values and resulting indexes and fee levels are in the table below.
The GDP data and the resulting assignment of countries to the above fee levels should be updated at least every five years.

1EdTech Europe membership fees are subject to value-added tax (VAT) under EU VAT legislation.
How and where VAT is payable depends on the member organisations:
EU-based (except Belgium) members with VAT ID
1EdTech Europe will issue an invoice over the above fee without VAT under reverse-charge rules. The member organisation becomes liable for VAT in their country and can usually deduct the VAT as input VAT.
Belgium and EU-based without VAT ID
1EdTech Europe will issue an invoice over the above fee plus 21% VAT (Belgian standard rate). Belgium organisations subject to VAT can deduct the paid VAT from their VAT payable.
Non-EU members
1EdTech Europe will issue an invoice over the above fee without VAT under rules for export of services outside the EU. The member organisation usually becomes liable for VAT in their country under rules concerning the import of services.
Members of the global 1EdTech ecosystem that are headquartered outside of Europe can apply to participate in 1EdTech Europe activities as an add-on to their membership.
The participation option will be granted by the 1EdTech Europe Board if the organisation has a branch entity based in Europe and can demonstrate that it has a legitimate and specific interest to participate in European activities.

Fee
The European participation add-on is available for a fee of 15% of the regular membership fee.
